Bilingual IT Project Manager (Network/Infra Services)

Join the EIRE Systems team of IT Infrastructure Project Managers, Technical Coordinators and Design Engineers to deliver a variety of medium and large-scale IT infrastructure projects including new data center construction, office design & builds, re-locations, migrations, and network expansion/consolidation projects.


Summary and main purpose of role:

  • Office setups – Network Infrastructure Services – On-site at a Global Pharmaceuticals industry client.
  • The IT Project Manager collaborates closely with the IT team functioning as a member of the Project Management Office (PMO). This position plays a key role in supporting the implementation of the IT roadmap and the realization of client’s strategic Technology Services (TS) objectives.
  • The Project Manager will help drive project activities in Japan and work with and report to department heads and stakeholders in Singapore. Also expected to work closely with the vendors and stakeholders in Japan, hence a good knowledge of the Japanese language is important.
  • Experience in leading regional or global projects relating to office infrastructure setup (green- or brown-field) and possess skill in developing project scope, budget, schedule, risk and issue is a must. Project experience in managing structured cabling, Telco Circuits, IPT, WLAN, LAN and WAN is preferred.


Location/Environment:

  • Chiyoda-ku, Tokyo. On-site in the client's offices.


Required Skills and Experience:

  • 5 to 10 years of IT project management experience in a large, cross-functional environment.
  • Experience in leading regional or global projects relating to office infrastructure setup (green- or brown-field) and possess skill in developing project scope, budget, schedule, risk and issue is a must.
  • Experience in facilitating IT requirement gathering.
  • Project experience in managing structured cabling, Telco Circuits, IPT, WLAN, LAN and WAN is a plus.
  • Proven experience developing budgetary and tactical implementation plans, budgets, and reporting.
  • Experience in managing virtual team including Infrastructure Subject matter expert to develop and define the project scope, budget and schedule. He/She own the end-to-end project delivery upon project budget approval.
  • Manages project budget of minimum USD $500k with medium complexity at one or more sites.
  • Possess good communication skill and strong stakeholder management experience.
  • Project Management Professional (PMP) / PRINCE II certification is a plus.
  • Intermediate Proficiency in Microsoft Office programs (esp. MS Project).

Language Skill Requirements:

  • Japanese: Professional level written & verbal communication skills in Japanese.
  • English: Professional level written & verbal communication skills in English.

  • Strong aptitude for IT processes, systems/process improvement, quality assurance and/or project management.
  • Candidate must be perceived as enthusiastic, self-confident, versatile and willing to learn.
  • Candidate will possess excellent interpersonal skills and have the ability to work individually and in a team environment.
  • Candidate must be able to communicate effectively, build credibility and trust, analyze problems and make decisions, and learn continuously.
  • Intermediate proficient with MS Office tools, such as MS Project (critical), Word and Excel and PowerPoint.
  • Organized with an orientation toward details
  • Proactive, Ability to learn project process quickly
  • This position requires individuals who are capable of coordinating multiple efforts simultaneously
  • Requires an ability to deliver on tight deadlines.


Job description - Essential Functions/Duties

  • Facilitate communications and collaboration between assigned business partners and IT on a variety of technical solutions, efforts, and initiatives as prioritized by IT leadership and its business partners as directed by the PMO team.
  • Maintain the project management systems and information – schedules, budget and actual spend, issues, risks, and other common project management administrative activities across multiple projects and programs.
  • Lead and drive the project team to deliver planned outcomes that meet program/project strategic objectives. Ensure assigned projects are delivered on time, within scope and budget.
  • Develop project plans, manage and track all deliverables, budget and timeline, and setting success criteria with project team. Always look out for opportunities to streamline project deliverable and improve budget and timeline wherever possible.
  • Identify and manage stakeholders with regular project updates and follow up based on project communication cadence.
  • Maintain short-term activity schedules, request logs, prepares IT SLA reporting, and program/project information requirements.
  • Retrieve information including user/client requirements and helps develop business use cases.
  • Schedule regular meetings, records decisions, and distributes information to the project teams and stakeholders.
  • Identify, analyze and mitigate risks throughout the program/project lifecycle with the support of project team. Anticipates issues and responds proactively to address potential issues and manages project constraint.
  • Develop, track and manage project financials during the project/program duration.
  • Secure and assemble project resources to support program/project.
  • Ensure projects are delivered according to company standards and expected quality.
  • Facilitate across internal and external teams, including IT teams, the customer(s), and vendor(s)
  • Proactively makes recommendations for process improvement
  • Creates process documentation and templates while helping to foster process adoption
